As a manager, you need to figure out if the unreliability stems from a personal problem, a work problem, or simply a lack of care. Human beings are naturally suspicious of change. In some employees this natural resistance to change becomes an ingrained habit, so much so that they become speedbumps to any meaningful improvement (or even discussions about improvement). Resistance needs to be understood and dealt with in a formal manner if change is to happen at all. Finally, give them an “out”: a chance to come talk to you if the change does not seem to be working out.
